North Korea said on Saturday it had conducted another successful test of an intercontinental ballistic missile (ICBM) that proved its ability to strike all of America's mainland, drawing a sharp warning from U.S. President Donald Trump and a rebuke from China.

North Korean leader Kim Jong Un personally supervised the midnight launch of the missile on Friday night and said it was a "stern warning" for the United States that it would not be safe from destruction if it tries to attack, the North's official KCNA news agency said.

North Korea's state television broadcast pictures of the launch, showing the missile lifting off in a fiery blast in darkness and Kim cheering with military aides.

"The test-fire reconfirmed the reliability of the ICBM system, demonstrated the capability of making a surprise launch of the ICBM in any region and place any time, and clearly proved that the whole U.S. mainland is in the firing range of the DPRK missiles, (Kim) said with pride," KCNA said.

DPRK is short for the North's official name, the Democratic People's Republic of Korea.

The launch comes less than a month after the North conducted its first ICBM test in defiance of years of efforts led by the United States, South Korea and Japan to rein in Pyongyang's nuclear weapons ambitions.

The North conducted its fourth and fifth nuclear test last year and has engaged in an unprecedented pace of missile development that experts said significantly advanced its ability to launch longer-range ballistic missiles.

"By threatening the world, these weapons and tests further isolate North Korea, weaken its economy, and deprive its people," Trump said in a statement. "The United States will take all necessary steps to ensure the security of the American homeland and protect our allies in the region."

China, the North's main ally, said it opposed North Korea's "launch activities that run counter to Security Council resolutions and the common wishes of the international community."

Commentary: India must not flirt with disaster

BEIJING, Aug. 8 (Xinhua) -- India should underestimate neither China's determination nor its capacity to defend its sovereignty and national interests.

India sent troops into China in June and has maintained a military presence in the Doklam area ever since, an offence to China's sovereignty and a great risk to regional stability.

Doklam is recognized by both India and the international community as part of Tibet Autonomous Region and Chinese sovereign territory.

If there is any unsettled border issue between China and Bhutan then that is an issue between China and Bhutan. It has nothing to do with India. China respects Bhutan as an independent sovereign state and resents India's attempt to turn it into a de facto protectorate.

As a great regional power, India has a duty to act in a more seemly manner rather than recklessly invading its neighbors -- weak or powerful as they may be -- based on childish assumptions and foolhardy speculations.

The bottom line in international justice is that no country may pursue its security at the cost of another's sovereignty.

Despite China's demonstrable goodwill, India has nothing but words. Its External Affairs Minister Sushma Swaraj said India would "keep engaging with China to resolve the dispute," and "patience, control on comments and diplomacy can resolve problems."

The truth is that India has not only failed to withdraw its troops but continues to make eccentric demands and is not looking for a resolution.

As of the end of July, more than 40 Indian border troops remained in China. India complains about China's new roads, but it too has been building roads and a large number of armed Indian personnel are massed in the area.

There are not many signs that India is seeking peace. If India is sincere about peace, its troops should never have invaded China in the first place, and ought to immediately and unconditionally get back to their own side of the border.

India's thinking is, at best, wishful: China will eventually back down.

If the situation were not so serious, it would be laughable. China cannot "back down" because China is not in the wrong. It would be both foolish and dangerous for China to allow India to think that it can keep chipping away at Chinese national interests.

The Indian side is deluded if it thinks that China is about to negotiate with an invading force while its national territorial integrity remains infringed indefinitely.

To date, Chinese armed forces have shown the utmost goodwill and restraint. But restraint has limits and with every day that passes the tether shortens.

India must not underestimate China. The People's Liberation Army was built to safeguard peace and to protect national sovereignty, security and development interests.

China, eventually, will do whatever is required to safeguard its interests.

India must dispel all illusions and avoid disastrous consequences.

Looks like we're on the edge of a border conflict.
PHNOM PENH (Reuters) - Cambodian Prime Minister Hun Sen on Friday accused neighbouring Laos of sending troops into Cambodian territory in April and set an Aug. 17 deadline for their departure, warning that he was mobilising soldiers to the border area.

Cambodia and Communist Laos are key allies of giant northern neighbour China, backing its "One Belt, One Road" drive to build regional infrastructure, but it was not immediately clear how their dispute would affect the plans.

Hun Sen said at a ceremony in the Cambodian capital he had been in touch with the government in Laos about 30 soldiers from Laos who had crossed into the area, where some remained during daytime.

"I can no longer keep patience," Hun Sen added. "It's not right that we fight each other, but if they don't withdraw, we must do it ... We don't declare war, we just ask to get our own land back."

Laos and Cambodia have a territorial and border demarcation dispute, an official at the Laos embassy in Phnom Penh told Reuters.

"We have not yet agreed the border line with each other," said the official, who declined to be identified. "A border commission has not come to check it."

Cambodia should stop clearing the area for road-building activities, in order to allow checks by inspection panels from both countries, he said.

China could help resolve the dispute, said an official from a Cambodian think-tank, adding that he feared it might provoke clashes.

"China has influence on the two countries, and if they want to solve it, only China can help solve it," said Ou Virak of the Future Forum think-tank.

"This issue might lead to clashes, like when it happened with Thailand," he told Reuters.

In a long-running dispute, land around an ancient temple on the Thai-Cambodian border was the scene of sporadic gun and artillery battles, with 28 killed in the worst incident in 2011.

In November 2013, a U.N. court in the Hague ruled that part of the land around the Preah Vihear Temple belonged to Cambodia and ordered Thailand to withdraw its forces from the area.

Last month, Thailand approved construction of the first phase of a $5.5-billion railway to link its industrial eastern seaboard with southern China through landlocked Laos.

In another land dispute, Cambodia accuses neighbouring Vietnam of encroaching on its territory. The two sides met last year in Phnom Penh but the dispute remains unresolved.

I can't find the exact location on the map. Since the news says Laos troop cross Sesan river in O'Alay commune, I believe it is located somewhere in the red circle below.
