The game is international. If all the US needed was its own market to survive, why are Chinese EVs, which are not allowed in the US, killing the US auto industry? That's how important international markets are these days. No one is going to be re-industrializing the US because the products it produces won't be competitive around the world. So why waste money? There was a report that it's going to cost the US even more that they were already expecting to create a domestic rare earth supply. Pax Silica isn't about signatories having their own supply. It's about getting them to buy from China for the US to bypass China's export restrictions. China should do what Japanese restaurants do. Charge more based on which country the customer is from.
