Good design doesn't mean good implementation or fit for doctrine. Japan built Soryu for long distance deep ocean operations. The other issue is how a company with no experience building submarines is able to stick to such an ambitious timeframe. For one, they have to replace all the Japanese weapons and other subsystems with American ones.
