Your unit conversion is wrong. 亿 in chinese means hundred million, so 300亿 is 30billion RMB.

Biden was planning to do this exact same thing if Xi planned to go to meet with Biden personally. That's how they declare the US is in a stronger position. Everything they need China for something like on the environment, that makes them look weak so to counter that they have lay in an insult and or action against China at the same time. It's no different when any leader of China comes to visit the US, all of the sudden all these news stories bashing China show up in the media revealing something new or rehashing old stories to be new because American have already forgotten about it from before. This is what Trump was complaining about the news media where they would hold on to stories until they can use it for occasions where it will embarrass Trump even further.

One small step away from full on cannalbalism, in the US the top 1% is eating the bottom 99% and soon the 99% are going to start eating each other. Did you see that one senator trying to get bill passed to have 14 year olds work to 10pm or something....
