The goal was to counteract the strong fear of covid in the public, because when opening up, there will inevitably be the same number of deaths as in a seasonal flu (few 1000s). If psyop engineering is not used however, people would have been unduly scared and maybe stirred up trouble.

Lowering firewall puts China and US netizens on almost equal footing. The better strategy is to expand the global coverage of China's firewall while lessening the traffic inside US' firewall.
