Can a treaty be unilaterally removed? So the new leader of mexico gave in? Also if they only target Chinese components and not others, wont that be discriminatory?

Also wont the alleged rule change, also change the sentiment of CN investors to Mexico? Then they might lose some of rhose investments, then whats the point of the trade pact if they cant export freely?
