China can say whatever seems gentlemanly just as they do while the redouble our efforts to crush them in the tech war, the econ war, and prepare to do so if they dare engage in a hot war. That's the "appeasement" they get. Speak softly but carry a big stick.
Like I said. If he's bluffing, then its fine. But as long as Taiwan isn't reunified and US isn't shown its place. China and US can never be friends.

It's not just about this latest speech. It's a series of patterns. His visit to San Francisco was pointless.

Why appease a country that spends $500 million on propaganda against you?
You're delusional, you might say his meeting with Biden was pointless, but his trip to San Francisco was absolutely a power move. He didn't appease any country, he performed face to face diplomacy with the real elites in US.

1) Everyone in US saw a clean, orderly SF, this hasn't happened in many years, shows how powerful Xi/China is.
CA governor Newsom admitted to it multiple times. Xi literally made SF great again.

Remember that guy who crashed car in Chinese consulate in SF right before Xi's visit, he was executed on the spot. Not that American police aren't violent, but he had to be killed, for many reasons.

2) The second highlight of Xi's visit is the 2023 gala award dinner hosted by the same National Committee on U.S.-China Relations.

A lot of big names showed up, you don't see Biden getting applauded in a room with this many top execs. These people have real power in the US, Xi went there personally to assure them China doesn't want to make an enemy with the US. Biden is just a senile puppet, meeting with him is mostly photo-ops.

3) Xi visited the US for APEC, not for meeting with Biden, it is just customs. Check out Xi's entourage and his supporters. When is the last time you saw so many red flags in US? Probably never.

There is a difference between not being friends and enemies. Xi still has to reassure the US elites that China doesn't view and treat them as enemies.

Bluffing means to issue a threat or to overdescribe one's own capabilities. This has nothing to do with bluffing. This is being disingenuous. And I think that it's so incredibly clear that that's what it is. It's not even meant to trick anyone because nobody's stupid enough to hear Xi's words and think that the rivalry is going to be put off. It's not even deception; it's just common decency, like "Sorry for your loss," when you obviously don't care that your enemy's dog died and he's sad about it. I don't even know why people talk about it like it meant something. It's totally empty; everyone says, "We can be friends." Only extremists pushed to the absolute limit on hatred feel the need to be honest about there being no chance for amicability.

Maybe the target audience were the global south not really CN or US?

I think such statements can serve a purpose. It is a gesture to show the rest of the world that China can act mature and conciliatory, leaving a way to de-escalate tension even if the US doesn't take it. That can help build more goodwill among the Global South nations. It's not about trying to sway the majority opinion in the West anymore.

However even within the West, there are some groups like businessmen or other interest groups that do not want to see more escalation or outright war. Such gestures help them oppose further attempts by the US government to escalate, and it also tries to divide opinion so that there is not unanimous resolve within the population to unite in opposition to China. If China acted like the implacable existential threat and hostile bogeyman that the xenophobes are trying to portray it as, then these more moderate people would also turn against because they would feel threatened themselves.

Basically I think it follows Chinese strategies of not closing off all lines of retreat for the enemy. If they are cornered and surrounded they will unite and fight even more fiercely. If they have a way to back down or retreat, then their resolve for an existential fight will be weaker and they may either not escalate to a fight or be more willing to cut and run when there are setbacks.
