They are probably just more pragmatic. Sending death row murderers, rapists and drug dealers to Canada would tie their liberals in all sorts of knots, and be rather satisfying to watch, but would be bad for China's image and send entirely the wrong message to would-be murderers, rapists and drug dealers in China.
It is ironic that Lai's lawyers are trying to suggest that him 'fessing up criminal activities of higher level officials might somehow make him more likely to be executed when in reality, his co-operation in helping to put other corrupt officials behind bars might be the condition for sparing him from receiving the death penalty in the first place.
There's a limit to how many people you can prosecute though, kill a few chickens to warn the monkeys is fine, but if you kill too many then there will be problems. This quarter China's tax revenues went up by nearly 30% after executing 2 vice majors, IMO that's enough of an effect. Some of these corrupted officials are also quite talented, or else they wouldn't have gotten there in the first place, give them a chance.

I find it quite ridiculous that anyone can have a law that would forbid the extradition of fugitives to a country where they could face execution. Impose your own values on others much?
If China really wanted to make a mockery of this stupid law, they could have suggested that in future every country with a death penalty send over the very worst of their death row murderers, rapists and drug dealers to Canada instead of executing them if Canada wants to make itself the new penal colony of the world.
I think that you will find that most Western countries that dont have the death penalty have a similar policy when considering any request from countries that do practice the death penalty.
WE had a kinda reverse one over in NZ recently when a Chinese Citizen wanted for murder, fled back to China. The Chinese authorities who arrested him asked us if we wanted him back to stand trial.
However for some reason we managed to get the Chinese govt to trial the man under the Chinese judicial system as long as he did not receive the death sentence.
Clever thinking on our part huh? No trial and imprisonment costs for us, the chinese govt are gonna pay for the whole lot.
P.S. I just had a thought maybe we can send all mainlanders who commit offerences that warrant jail time , back to China fo.r prosecution.

i doubt they would be in for any luxuries in chinese jails. it's even ridiculous in a sense of how inmates in the west have access to a gym and all that..for free

In NZ prisoners have even successfully sued the government for compensation incurred while trying to escape from prison. One was awarded $50,000 for breaking his leg or something, and another sued because his dignity was being infringed upon by prison warders swearing at him.
So now the jailers have to refrain from swearing at our hardened rapeing , drug dealing bikers, and other low lives.
