There are 5 government branches that perform law duty on the sea. The coast guard is not the strongest armed one, the strongest one is the fish management department. In the past, the heavist weapon of the coast guard was 14.5mm machine gun. They are police, which means they chase normal criminals. When you call 110 (that's 911 in US) on the sea, you get coast guard coming.
About the maritime law duty in China, it's a big mess. There are two sayings, 5 dragons play in the sea (五龙闹海), means 海警（coast guard）, 海事（maritime affair?）, 海监（maritime supervision?），渔政（fish management）and 海关（customs）. Also 13 big boys (十三太保), means the maritime department of the 13 coastal provinces.
