Japan is going through with the stealth. They even developed at 15 ton class low pass engine said to be for the fighter that is meant to succeed the F-2. The engine is really the last core piece. Japan's got stealth, materials, and now the engine. It was about 5 years age they developed and deployed a very good MPA, the P-1, and solid medium-class transport, the C-2. The X-2 was developed. Various wind tunnel testing. Internal bay prototype, and stealth mockup tested at a stealth detection facility in France.

For evonomy, the consumption tax just went from 8 to 10 percent. That means more government revenue. Japan is the lead country in CPTPP so redundency has been created in case of worsening trade situation. Challenges remain of course, but so severe as the economy in descent. Its actually been out of stagnation and been pulling growth. Even if growth is not alot, its still growth, not stagnation or reduction.

Japan wants a long legged air superiority platform with a high load out.

It has the technical capability (in conjunction with interested partners) and the financial resources The only thing lacking is the political will but China will be a willing partner by pushing Japan in that direction..

Even with a long-range stealthy air superiority fighter - Japan simply is unable to match the response from China.

In PPP terms, the Chinese economy is now 6x larger than Japan.
If the Chinese economy grows at a modest 6% per year, then it will add another Japan-sized economy in the next 4 years.
Then another Japan-sized economy in the following 3-4 years.

No matter how much Japan decides to spend on the military, it won't be enough.
Japan will still have to rely on a US military guarantee.

The development cost of the F-3 fighter is estimated to be about 50 billion USD. The defense budget proposal for next year was released in August in which the cost for the F-3 was not specified. However when the defense budget proposal was passed this month, the cost was specified. The development for the aircraft is about 100 million USD and about 240 million USD for associated systems. It is only for next fiscal year.

50b is believable considering it was 70b for the F-35 (if I'm not mistaken)

so they committed 350/50000 which is 0.7%

now, yearly Japanese defense budget is about 50b, too, so how long would it take to get 50b for just the development of that aircraft, 15 years, 20?

350 million only for each year? Why not increase the following year? Government is still looking for an international partner to help with cost. Whether or not the partner is BAE or LM, lets say the cost sharing takes off about 10 billion. So 40 billion. Over 10 years makes 4 billion each year. If 15, then its 2.6 billion.

well usually the largest part of a military budget is eaten up by salaries and operations;

not sure if Japan would commit about 5% of its military budget for 15 consecutive years just for a development of one type of new aircraft

The defense budget has been rising. Its not going to be 50 billion each year for 15 years. Its going to keep going up, 52, 53, 55, 57, 58, 60... by year 15, it might be 70 billion USD. Additionally, cabinet meetings discussing the direction for long term plan quoted NATO level expenditure average of around 1.3. So it may go to 80 billion USD. If the argument comes back to "economy is too weak" well look at Russia, spending 5% GDP with low growth rate. Japan going to just 2% would mean 110 billion USD.

PRC opened up a can of worms with claims on Senkaku islands and Taiwan and 9 dash line.

The F-35 programme is the wrong benchmark for the F-3.

The F-35 was really 3 different aircraft types.
