The F-3 Japan had before finally setting for F-22 did not have the new-fangled plasma actuators.
No it hasn't. What makes you think it has?
DoD has not made any official announcements.
There are various wild speculations throughen out by the media, but like I said they are only that, SPECULATIONS.

I understand that. However, i carefully put them into ideological bias basket. "Transparency" is just an excuse. Seen that. No medicine for that ailment.

The history of aviation in Japan, post WW2 "redirection" is one dogged by policy handicaps, external influences in decision making, Financing issues, and poor Return on Investment. Everything can change if a foreign manufacturer feels threatened. Soon enough, a Friendly country might set up a meeting that ends up with Nippon trying to accommodate her Friend's "concerns". The past 70 years is replete with examples.

I'm betting on countries that have independent decision making, financial purse and strong Military Industrial complex which has a well established client base (domestic and international) to deliver tangible results. A CG model from that country is worth more than a prototype from some other.

Sadly, fighter jets are very political affairs. The F3 fighter jet may see the light of the day but will be too few to make it count.

Some things Japan has to ensure to avoid past mistakes
1. Make sure that the fighter doesn't "threaten" japan's Friends or eat into the profit pie of their Aviation Industry. Best way would be to give them some work.
2.Better yet - Make the F3 fighter, the Indo-Pacific Quad fighter. India will never say NO. Australia will be happy to get its hands on anything that has good range and is a bit more maneuverable than the F35.
3. Make the fighters available for export, thereby supporting local Aircraft industry. The export versions may swap Japanese components (like Engines, AESA radars etc) for foreign ones to make friends happy.

I get that. But they aren't cruisers. They are destroyers. Similar to the type 055 being "heavy destroyers".
Just like the Izumo is a destroyer. Tonnage means little nowadays. What we need is an official acknowledgement from JMSDF saying that Maya is a cruiser. One a similar vein, the Izumo will be a multi-purpose destroyer (despite being clearly a Heli Carrier) since JMSDF says so.
It is much more than technical specs. This is about psychology/doctrines. So the chinese type-055 won't be a cruiser because the PLAN doesn't call it so.

Also, does Japan license manufacture the SM-2,SM-3,SM-6 type missiles, Plalanx CIWS besides many other systems used aboard JS Maya class? What about the AN/SPY-1D radars ?
It would've been nice if Japan produced its own subsystems instead of using foreign ones.

Japan should look into actually driving away from the Arleigh Burke class hulls and invest in a new LO enhanced platform that has space/power for future upgrades. The US might be, with their decision to pursue "distributed lethality" and LSC, stymieing Japanese Naval modernization. I don't think Japan can counter China ship-for-ship. But using a mix of fast attack Diesel Submarines and strong Aegis-like capable Ships would help japan with defending the islands.
