Japan needs to earn the right to have this sort of normalization, much like how Germany has bent over backwards to give an image of redemption to its neighbors and thus has earned real friendship and political goodwill from its former enemies, if Japan believes it can 'normalize' while visiting Yakusuni then it is very much deluded.

Japan really doesn't have the money to invest in a full blown expeditionary force a la France, if they insist on building everything at home.

Exactly the programs of the SDF right now are reaction to the build up of it's neighbors both China and North Korea topped off by modernization of it's forces.

Justifying SDF military build-up as reaction to China's military build-up is non-sense. SDF has been building up their military capabilities since the 1970's, when China was mainly concern about rebuilding her economy and neglected her military. It is just recently that China has modernize its military to counteract and deter blatant interferance and espionage activities by a external superpower.

Eventually things have to change. Germany has moved on yes but she hardly bent over backwards even today their are still ghosts of the dark days of Nazi Germany. Still deep rooted seeds of antisemetic hate. For example the Uganda club who wants to force the relocation of the Jewish peoples to the Uganda. For you normalised relations may not seem right but after seventy years if not now when?
As for expeditionary vs finance the JSDF budget for 2012 was 55.9 billion or 1% of GDP the french 58.9 or 2.5%of GDP

apples vs oranges, the 1970s was the cold war and in case you forget the Russia had bases just north of Japan. End of the cold war Russia war the primary threat for the JSDF

Germany has moved well past its ghost of Nazi pass. She is not only an accepted part of the European and World community, She is a responsible leader of the European commnunity and influential in World affairs. She is perhaps the best candidate to be part of the UN Security council except that it is already overrepresented by the European countries. The ghost of its Nazi past is being kept alive mainly by vested religious and political entities who wants to keep Germany on a short leash.

Nonetheless, China's military specially her navy is just playing catch up to deal with past and present, active and continues future external threats and intimidation. Her navy is not even at par with JMSDF. Hence your justification still is ill-conceived.

Perception is everything in these things. The fact is, the Japanese people, justifiably or not, fears China's rising military prowess. Therefore, they support their government's move toward militarization.

People tend to vastly over-estimate Japan's military potential. Any Japanese move toward nuclear weapons will be met with alarm and condemnation from at least China, North and South Koreas, and Russia (i.e. all its neighbors with the exception of Taiwan).

As for conventional military, Japan needs to rely on the US as a provider of hardware. It has very little manufacturing capabilities. As the technological gap between China and the US narrows, Japan will start losing its technological edge, putting it at a severe disadvantage number wise.

More importantly, Japan is vulnerable to land-based weapons from both China and North Korea, meaning when push comes to shove, it will be a sitting duck.

I'm saying all this to point out that any move toward militarization will have a huge cost to the Japanese economy with very dubious benefits in terms of actual safety.
