32 but only 16 with missiles in peace time/installed seems as had been said by Samurai and confirmed here

So
16 cell's armed : 12 Asroc VL and 16 ESSM as Hyuga
or 32 : 16 and 64 as Akizuki

Japaness combattants have in general much cell's for ASW missiles the max for Atago 32 on 96 ! according Flottes de Combat or reliable sources ofc missiles load can change...
On the other hand even big DDG embark " only" a SH-60K or J the K is bettter armed also with small anti-ships missiles, used by the more modern classes, 91 ( 49 + 42 ) with 75 P-1/3C a robust ASW force !

And even if only 16 cell's host missiles in general with yet 4 Mk-41 installed they can get fast the war load, Europeans and i do face palm have provisions for majority of recent classes : Horizon/Type 45 : 16 cell's, De Seven Provincien : 8 etc... but we can wait for see it instaled ! ofc in relation with this part of the Asia which is since several years about 10 the main naval theater...

The cells could be filled with 8 ASROCs 4 type 12 vertical launch anti ship missiles and 16 type 03 Chu SAM Kai.
I was looking over the budget yesterday and found mentions of them on the requisition paper.

Are the Type 03 CHu SAMs quad packed? Is that a 16 cell load your are speaking of 8 ASW cells, 4 ASM cells and 4 AAW cells?

If so, then with 16 cells she could have 8 ASW, 8 ASM and 16 AAW cells filled how ever she needs....perhaps 4 AAW with the quad packs, and the other 12 with longer range SAMs?

After China commissions it's second aircraft carrier and launches a battle group with Type 055, then China will probably have eclipsed Japan in naval firepower.

I don' t undestand what means Samurai the Type 03 replace Hawk in Army it is not a SAM for ships ( AF have the Patriot )

In more Type 03 do 32 cm diameter and ESSM 25 cm and the Mk-41 do 63 x 63 cm so u can't put 4 in a cell.

The type 03 was originally studied by the JMSDF but eventually selected the ESSM but now JMSDF is having second thoughts since ESSM only has semi-active terminal guidance limiting the number of missiles they can launch at one time.
The type 03 is equipped with a fully active terminal seeker so it does not need terminal guidance from the ship making it more useful under saturated attack.
By the way the the variant of the type 03 SAM for the JASDF is the AAM-4 AKA type 99 AAM.
As for width, the maximum canister width for Mk41 is 71 cm so it can fit a quad pack type 03.

let's say I knew the Takanami (my favorite Akizukis pretty much share the hull of the Takanamis), I didn't know the Onami, checked and she's the second ship of the Takanami class:

ships JS Takanami and JS Onami sail together in Sea of Japan during bilateral Anti-Submarine Warfare exercise.

Yeah, that's my point. Now all you need to fill them is a truck with missiles, a boom truck and a pier which can accomodate ships as big as a destroyer. Adding VLS cells from the scratch would require much more heavy equipement and it could be only done in a dry dock I assume.
Exact big difference between even if cables, connections etc... for VLS get ready installed a VLS and reload missiles, quite sure minimum several days a week it is a worck for shipyards, no maintenance, so less easy and more long.
