fuel dumping could be more important to j20 than to older planes because j20 may have larger percentages of fuel without the benefit of jettisonable external tanks. maybe it needs a system where it can dumb A LOT of fuel and make itself lighter for a ton or two within a very short period of time. I do hope that plume of fuel isnt visible to radar though...
I'm not a radar expert by any stretch of the imagination but I would think a huge plume of fuel or sudden precipitation around objects can be easily detect by modern aircraft radars. I know weather radar uses pulse doppler to detect clouds, rain etc and similar technology is used in military radars to detect cruise missiles and other look down/shoot down applications, therefore I'm incline to believe they can detect large amounts of water or liquid in the air as well.
