If you crop anything on a plane, you create additional angles to reflect radar and thus increase your RCS.
The trailing edges of control surfaces are cropped to minimise their radar return when viewed from the front. Specifically when the control surfaces deflect up or down from the optimal stealth positioning.
These croppings on the trailing edges of the control surfaces would almost certainly increase the RCS of the plane when viewed from behind, but since frontal RCS is of paramount importance, that’s a very good trade off.
Cropping the leading edge of control surfaces makes zero sense because you are trading higher frontal RCS for lower rearward facing RCS.
