Watched it again, this time more carefully. I don't remember seeing anybody bringing up this part of his word, bold text below.
At 20:14, Yangwei said "At that exhibition (2018), a journalist asked when J-20 is going to have TVC, I replied how do you know we haven't. Here I can tell everybody that we have no intension "没打算" to install TVC (on J-20)". This is the clearest and straightest words about TVC and J-20.
This TVC subject was brought up here few days ago and it seems some people are still hoping or waiting for WS-15 with TVC on J-20. This speech is clear to me that the designer has tried TVC on J-20 and determined there is no reason to do so. The message is that not having TVC on J-20 has nothing to do with WS-10's limited thrust. The key word is "没打算", no intension, no plan, no need. He wouldn't have said so if J-20 is waiting for TVC with WS-15.
His following word has been posted here "we are not fighting this kind of war (any more) (dog fight being the primary), it is a good bragging point in aerobatic show, but we need outcome in real battle". This is how he see the value of TVC enabled characteristic.
