Hehe, I see that Foreign observers have taken over CMC Equipment Development Department (中央军委装备发展部) in designation, first the J-10, then the CV, now the WS.

I remember several years back the naysayers, doubters and haters had a very disfavorable view of the WS-10 engines when it first came out. Now it has grown maturely in leaps and bounds and soon to be installed upon China's best air superiority fighter the J-20 as well as others.
Why not? If the WS-15 is severely delayed; the J-20 will need WS-10 engines for mass production. And the aircraft should begin TVC trials as soon as possible.
As to the WS-10C, it's probably a variant of WS-10IPE. The latter likely only has a development name, and why shouldn't it ultimately be assigned WS-10C?

I think it just means the J-20 will be able to reach it's A designation, as in J-20A.
J-20 frequently appeared in air force exercises and training:
