I doubt XAC could do it 100% alone all on their own without the input from the success of CAC J-20 program.You indeed seem to mix up a few things: "this guy" is from CAC and so he has surely no relationship to SAC, which in return has nothing to do with "China's stealth bomber", which is developed at XAC.

I’m pretty sure some specialists get shuffled between firms, but this would also be true with CAC and SAC, and the shuffling isn’t likely to be one way. CAC doesn’t own a monopoly on stealth knowledge. They all have access to the same research and tools, and the physics is the same for everyone. With Yang Wei guidance in the success to the J-20 program his input is very valuable to XAC as well to guide their experts along the development of the program.
