Yes, but maybe the new ones are simply not "allowed" to be tested until all tests were completed ?
... otherwise I have the dream - o.k.; after a few glasses too much of a wonderful French Red Wine yesterday - that there are already 4 new birds ready to be tested just prior to the Victory parade on 3. September ....

Roger the grounding of all the birds, I would remind all that it was some time after the F-22 "pancaked" onto the run-way, due to PIO, before the F-22 returned to flight. That is the prudent thing to do, I would remind all that my comment about the J-20 is that it is a "smart airplane"? if there is indeed a software glitch?, and we don't "Know" that there is, but if there is, they will try to replicate and find where the glitch "originated"? if they can "isolate where in the "chain of command" that it happened, they can find and replace that small "anomaly", or they can write a new line of program around that section.
So, as Dr. Song made us all aware, the J-20 has a very complex FCS that flies the airplane in response to pilot commands on the stick and rudder, that canard works in circuit with the aft surfaces on the main wing?? as the speed and configuration of the aircraft changes, those command protocols have to change of necessity, our own Eng could explain some of that to you?
