The J-15, because it is based on the J-11B, is an indigenous fighter, that is compatible with Chinese armaments, and does not rely on a foreign nation.
IMHO, it is a significant improvement for the PLAN over any possible deal that could possibly have been made for the SU-33, or the Mig-29K from Russia.
Longer range, more carrying capability, proven design, and completely home grown, including weapons. Yes, less aircraft on the Liaoning, but the PLAN, IMHO, is looking forward to larger carriers in the future, perhaps after an improved, indigenous Liaoning design, where that will not be an issue.
Agreed more. PLA had the choice of basing its naval jet off J-10 or J-11, but it chose J-11 due to the greater range and multirole possibilities down the road.
