why the the letter E an indication of being used by the PLA too? IMO it’s exactly the opposite
I think adding the letter E means that the PLA is also using the correct one, such as the PLA's j-10c, HQ-9B, hq-16, HQ-16B, and adding the letter E for EXPORT means that these active equipment have been licensed for sale. For example, J-10CE, HQ-9BE, HQ-16E, HQ-16BE, HQ-16FE.

Don't overestimate these export names.

The HQ/J or ZTZ or any other official names that we know are actually given from the PLA.

Theirs manufacturer or exporter could actually use any names what they like to export it

I personally guess that there should be officials from the PLA who are against to this behavior

That's why VT/FD/FC came about

I am a supporter that lethal weapons must be controlled and produced by state-owned enterprises

But they are not very good at marketing
