Let's examine why you are factually wrong about Syria being a failed state. By the virtue of land mass and population that is currently under the control of Assad's government, it doesn't fit the dictionary definition of failed state. Feel free to take look at the Syrian civil war map posted earlier in this thread, area under Assad control (red) is significantly larger than the area under rebel or ISIS control. I don't know how you are logically claim Syria is a failed state when a simple map can prove how wrong you are being.
Maps can say a lot of things. however beyond those areas Is Assad in charge? And even in those areas Is it the Syrian military or Russian and Iran? Factor in areas now being taken by Turkey and The Kurds. Sorry but No Syria is a failed state.

The onus is on the accuser to prove his claim in this case that Assad ordered chemical attack. As far as I am aware OPCW is sending a team to Duma to investigate. Until they conclude that Assad did it, on one has any real proof as to who is responsible.
And by the Same logic, the claim that it is a False Flag Operation, is also a baseless accusation.
However the OPCW and UN are not the only body investigating, Intelligence agencies and governments will also do so and if they conclude that it was Assad then action will be taken.
