I seriously doubt this leadership's ability to do anything at all but lip service to the buildup in Syria they are not noted for anything else that's what had led us to this crisis in the first place no one believes them

a moment ago I finished reading what DefenseOne has to say:

It is obvious who is more belligerent. Obama accused Assad of crushing peaceful protestors. That is such a lame accusation, considering the acts of aggression and destabilization efforts committed by the US.

The SA-15s or Sa-22s are there for self protection in case someone "mistaken" Russian troops and airfield as ISIS troops and drop some bombs on them. The anti-air missiles are there just in case something like the Chinese embassy bombing in Serbia is happening again.

Who knows someone might still using old maps in Syria too.;)

I thought that this could be one interpretation of France's recent first air-strikes against ISIL in Syria, a signal that 'we're willing to work with you on this'.
guess this interpretation would be incorrect.

French foreign minister says Russia’s claims of fighting in Syria are exaggerated as leaders plan to meet at UN general assembly on fighting of Isis

The French foreign minister, Laurent Fabius, said Russia’s claims have not been backed up by any military operations.

Of course France was one of the countries that liberated the Libyans from having a functioning state and thinks the Syrians should also be better off without a state.

UN mandate. The moment there is a UN mission against IS, China will be in militarily.

I think the chances for that are low though and China's main role will be as the re-developer for whichever areas of Syria and Iraq that manage to be pacified.
Like you said a UN mandate is highly unlikely even though it would be a good idea. However I actually think there is a higher chance that China will have some sort of military intervention against ISIS, however I doubt it'll be as large as Russia's intervention. And plus this is a rather good opportunity for China to finally gain some much needed experience for its military since I'm pretty sure anyone will welcome another major country who wants to destroy ISIS.
