Depends on whether Iran has more staying power than Hezbollah, in ways that matter, or if everything is already practically over.
Preparing, but not actually declare war? Imagine US say the same after Pearl Harbor.
Roosevelt didn't deliver the "Day of Infamy" speech until the day after Pearl Harbor. Iran is probably assessing the amount of damage they took and exactly how to plan their respons before declaring war. This isn't the kind of thing you want to rush.
