Only one camera or sensor on the VR goggles? Is the capability supposed to be limited for cost effectiveness or are there other sensors like NVGs/thermals etc present elsewhere on the kit?

In my opinion it seems quite rudimentary compared to the IVAS atm.

Those are not VR goggles.

Some images of the smart terminals (wrist as well as chest mounted) of the networked soldier system. The first two images also show what appears to be a new personal radio and/or controller for the earbuds (in the first image, you can see a wire running from the earbud to the device)

So it's essentially a digital NVG overlayed onto a goggle screen for non-combat uses?

Pretty much. The lowlight capabilities are useful for many situations where full blown NV tubes would be overkill or unpractical. Since the final product is networked and has multiple cameras, I believe its roles are not limited to nighttime. At a minimum, it should be able to display camera feeds from other networked cameras or perhaps even rifle scopes day or night.

Do not forget the delay of digital night vision.
