Quick correction: If you look at the patch, it has a blue stripe which shows that they are part of the PLA Air Force’s “ground” unit (its an air assault unit at the very least).
I think the 15th Corp is establishing an air assault unit.
Not sure about the context of the video, but the soldiers in it are wearing the latest uniform and equipment including knee pads

Doubt it is cosplay, It could be a private unit considering the guy who unveiled the patch is a tactics instructor for the PLA and PAP he also have access to their firearms and gear so I'd doubt he isn't real shit.
