They had really bad accuracy and were quite expensive ~$3K.

Tactical ear cans, elbow and knee pads, rucksacks, visors, pistol holsters etc. Maybe it's due to the angles, but I see two different types of ear cans in the first and second image. The cans in the first image is thicker, whereas the spotter in the second image appears to be wearing a thinner variant.
Yes I wouldn't be surprised if PLA senior enlisted is as bad as US Army and Marine Corps 1st Sgts and Sgts Maj. The latter in general are way more concerned about uniformity even while in a combat zone than the morale and proper training of their subordinates.Highly doubt the latter. The PLA is anything if not conservative in aspects like that. The US Army didn’t allow that for a long time. Only does in combat areas of SF units.
