Not sure what function that handle bar serves. Anyone has ideas?
I feel it might just be a simple carry handle and the idea was probably that it wouldn't be used for riot or crowd control but rather anti terrorism or raid in which case the shield holder wouldn't get close enough for the enemy to grab it.

That type of shield is not for crowd control but for assault team, in such situation anyone try to reach his/her/its hands to you will be met with deadly force.
