Maybe this sort of nonsense talking point is in reaction to their complete and utter lack of AWACS/AEWC aircrafts, so logically making it sound like your fleet of flankers is now magically pulling double duty as early warning lets you claim that we now have a fleet of say 100 early warning planes, larger than US and China !!!!! KJ-3000 GTFO
So unsurprisingly all that talk about how they just need engines is predictably false, maybe they should just stop setting these deadlines even if everyone knows they would never be on time, at least they wouldn't look as bad if they don't pretend they can deliver on any deadline.
