Any capital ship India pursues will be including a lot of foreign tech and parts. Their so-called indigenous carrier Vikrant is so much like their Russian re-furbished carrier that they both have the same limitations in their lifts. That's because the elevators along with the assisted recovery system were bought from Russia.
If they do build a CATOBAR -- and it is a big if, it is almost certain they will just buy the main components. Since Russia doesn't have CATOBAR related systems, it will have to be the US. Buying EMALS, the traps and even things like the ordnance elevators and blast shields from the US will bankrupt their budget.
The French should have an EMALS system in a decade. They can buy it from the French then. Along with an airwing of Rafales to go with it. It will come with a price-tag enough to purchase a small country, but that's a small price to pay for a ship that's 70% (by weight) domestic.
Do the French know how to make EMALS? I think they are counting on the Americans. If the Indians cannot get it from the US cheaply, they will certainly not be able to get it from France either.

Have the Americans even fixed all the problems with the EMALS on the USS Gerald R. Ford yet? The last I heard it was still having teething problems and the ship was commissioned 8 years ago.
In any case, the CATOBAR carrier and the LHDs sound like more talk. India has no need for either of these capabilities and it doesn't have anywhere near the industrial strength to build them. It'd be one thing if India was willing to use these vessels as stepping stones to acquiring said industrial strength, but India doesn't operate like that. Most likely they're just going to take short cuts as usual and fail in the attempt as usual. Maybe they'll get lucky this time, and it's just empty talk so at least less money will get wasted in these projects.
If India had any strategic sense, they would abandon their navy completely and focus on nothing but air-defense and mass ballistic missiles like Iran does. Cause look at the Monster that is the PLA brewing on their Borders and yet India is playing Superpower wasting money on Nuclear Carriers and LHDs.
Pretty much everything about India's military is just for show and bragging in the eyes of the Indian public.
