Everything from Indian media is a lie or distortion. These are the more likely causes:

1) India is cutting spending because their economy and/or government budget/tax revenues can't support it. News like this is a face saving measure.
2) Part of the recent deals between China and Russia include less support for India. S-400 is a serious weapon that would cause China major headaches in a clash with India.
3) Russia is voluntarily withholding shipments because India has not been paying on time.
4) Russia smells opportunity and is holding out for higher prices since India and UK+US are now having open political disputes masquerading as human rights issues.

Dunno. Its from the Indian media. But I kinda suspected that it'll happen sooner or later. To the Russian MIC, Russia always comes first. I think this also applies to other MICs around the world. So any military that heavily relies on imports is always at the mercy of the arms exporter. India is no exception.

If this can’t make them buy domestic, nothing can…
India can buy more Tejas, Barak-8, and Arjun...

India can buy more Tejas, Barak-8, and Arjun...

It doesn’t matter if the first attempt is not perfect. No one makes a great product on the first attempt. The important thing is to keep at it and improving it so the next one and the one after is better. It is hard when you have the crutch of imports to fall back on because foreign companies have a head start and will inevitably be one step ahead of you.

Question will be does that lead to buying more domestic or western kit. If parts start to run out for Su-30 and so on that's a lot of planes they have to potentially replace.

They should be able to manufacture parts for Al-31 now right?

Sounds like bollocks to me. Russia has not lost any significant number of S-400 systems for example and they have plenty of S-400 systems in Russia which are not even forward deployed. At best there could be difficulties in delivering missiles, not launchers.

India also has no outstanding contracts to purchase either MiG-29 or Su-30MKI aircraft. At best there could be difficulties with producing engines, as Klimov and Saturn could be busy building replacements for helicopter and fighter engines. But Russia vastly expanded its capabilities to produce engines not that long ago. And all the export contracts for aircraft are basically gone because of CAATSA. Only recent news of major contract is sale of Su-35 to Iran.

Sounds to me more like they cannot agree with Russia on a form of payment, and until they pay, they won't get any hardware. Russia has tried to convince them to pay in Rubles, they insist on using Rupees, well Russia has more Rupees than they know what to do with, because the trade between both nations is totally imbalanced.

And as for "producing more at home with the help of global players" what a bunch of malarkey. Russia granted them a license to produce the T-90, Su-30MKI, and AK-203 in India. As for the West, what India gets from them is expensive weapon systems in minimal amounts.
