The MWF is being developed and lead by ADA and not HAL. And will be produced by the Firms lead by ADA at the HAL Nasik Facility's probably under lease. While AMCA and TEDBF is lead by HAL Design and Development Team. AMCA would be produced by The L & T Aerospace at a new Facility located at the Nasik and TEDBF by HAL.

Can you clarify what exactly are the roles of ADA and HAL.
It was my understanding that ADA designed fighter jets and aircrafts while HAL manufactured them. It also makes sense that HAL has an in house design and development department - ARDC .
Also, ADA is a subsidiary of DRDO.

Tejas Mark 2 - DRDO ( design)
TEDBF - HAL ( design)
AMCA - HAL + DRDO ( joint design + production with a private company )

Is there a competition between HAL and DRDO ?
Why does India need a private company to produce AMCA ? Why when no private company with atleast some experience in producing even military drones exist ( like Baykar of Turkey). This is a weird choice but thats a question for later.
Well ADA want to expand beyond just project Managment and want to lead a group of firms for the MWF under its supervision.
L & T was chosen due to its capabilities to finance and run a new Manufacturing facility which HAL lacks currently.
L & T would be the primary assemblies for the AMCA and many firms like TAS, Godrej Aerospace, VEM Technologicies etc would participate as sub assemblies.
The modular approach was planned from the start.
The MWF might ditch internal gun for podded gun.
