Unfortunately, making some parts vs. making the whole engine are not the same at all. For MiG-21, the Sino-Soviet split meant China had to pursue the R-11/13 on its own. India always had great access to USSR assistance. China was never granted any license for Al-31 and limited technical assistance. India was granted the manufacturing license. China had licensed the Spey from the UK, which is from a similar era to the Adour. What have they been doing all these years?
One thing the China did was setup her own AL-31 rebuilding service center in Xi'an. So none of the AL-31 engine was sent back to Russia for rebuilding. Just wonder if India has the same service center though.

The Indians have an engine service center for the AL-31 but how capable that center is, I don't know.

seeing the sequence of news in the past week can't help to think that india has backed down because it knows it is no match for china militarily...china's air force is one generation ahead of india and china could shoot down indian ballistics missiles while india could not do the same...even if india bought equivalent foreign weapons the training levels are not the same with foreign weapons
