Lol! Think India - China tensions are bad? Check out the tensions between India and its neighbours. In particular: Pakistan and Nepal. Pakistan is still the best at trolling India. Not even China can match them. Soon, India might have even greater tensions with Myanmar, Bangladesh, Sri Lanka, and Bhutan. With the way India is heading now, its a likely scenario.

As a percentage of GDP would be more sensible than absolute numbers. Think Germany would be well ahead of the US for e.g.

Incredibly, India's share of R&D as a percentage of its GDP actually fell over the past two decades.
Heavy if not very heavy dependence on the tech transfers. In military for example India is practically can purchase military system from every major countries minus China and India frequently demanded ToT as condition.

Even with heavy shanzai culture in China they need heavy R&D to sustain innovation.

Because Modi the Hindu nationalist/populist only wants immediate results that win votes for himself or fellow BJP cronies, R&D? Takes too long! Better invest in superficial and short-term intiatives to see immediate payoff!

The decline in Indian R&D intensity isn't solely due to Modi and the BJP. Remember that Congress was also in power during this time and that Indian state governments have a great deal of power over the business environment.

So it's more characteristic of the system and environment in India
