Gujarat acts as an entry port to a much larger section of India, it's not just the state itself. Much the same way the Dutch port of Rotterdam gets lots of German goods to pass through.
India's curse is that it thinks it can act like an advanced country when it hasn't even solved indoor plumbing yet.
