These countries can be linked together other by High Speed Rail Corridor and dedicated freight corridor as well to boost trade and tourism

As more of the manufacturing moves to South East Asian countries while India's own manufacturing stagnates due to lack of investment and tech transfer like other users have pointed out. Although this is good for both countries, and even the countries in the region as well like China (I don't know why the article thinks it counters China's influence, it actually indirectly helps China's trade connectivity as well), I'd prefer the investment for those infrastructure to go into manufacturing, R&D and worker training instead, so that India can offer more to trade than resources and commodities.
Agreed, the infrastructure is good for everyone and the old historical trade route between all the countries in the region should be revived and improved upon for the benefit of Eurasia. And it’s a hard fact that if Vietnam is providing better quality product at cheaper rate then why would a consumer want to buy the same product from an Indian manufacturer
A huge number of Indian tourists come to Singapore , Bangkok for healthcare , shopping etc , students come for completing their studies this corridor will create business opportunities and jobs for millions
