What's notable is that sometimes youth unemployment rises because labour participation rate also rises. But in this case, labour participation rate is falling even as youth unemployment is rising. A double whammy.
I don't have a good theory as to why India is so bad (and getting worse) at creating jobs for youths. If you look at university graduates, their numbers have exploded in recent years. So perhaps this is a case of a skills mismatch? Young people with a degree who don't have the skills required for the jobs they want prefer to be unemployed rather than work "undignified" jobs.
Either way, I'm surprised it isn't a bigger issue in Indian discourse. You very rarely hear or read about it.
