Don't most AshM have a cruise altitude of 20~30 meters? And if that's the case, wouldn't DDG 167 be able to intercept those missiles in their cruise altitude?

I read somewhere that the lowest operation altitude of SA-N-6 is 10m?
Please bear my extreme ignorance on this issue. I looked up on Global Security, Wikipedia and this very own site and they all got the SA-N-12s, the SA-N-7s, as well as the RIF listed as having a min altitude of 25-30 meters. Does that mean none of the ships that have those missiles can shoot down anything other than aircrafts?
HQ-7 is listed by Global Security as having a minimum altitude of 15 meters, but that's about it.
