I briefly reviewed the article, and the tone and language clearly indicate it's not something released by the Chinese government.
This article essentially and completely denies the value of the Cultural Revolution initiated by Mao Zedong. The CPC is a political party that emphasizes dialectical materialism, so this article clearly couldn't have been an official release.
We won't delve into the historical details, but the three major obstacles that existed after the founding of the People's Republic of China were objective: imperialism, bureaucratic capitalism, and feudalism. Externally, Soviet and American imperialism threatened, while internally, the shackles of millennia-old feudalism clung to the country. Furthermore, bureaucracy was thriving within the newly established Chinese regime. These threats couldn't just disappear.
From the Great Leap Forward to the three-year famine, the CPC clearly had problems along its development path. However, the government failed to implement effective rectification measures. Clearly, internal problems had already emerged, and this is the role played by bureaucracy. The Great Leap Forward was led by Liu Shaoqi and Deng Xiaoping, and their criticism during the Cultural Revolution was well-deserved.
I'd also like to add that the Soviet Union had a significant influence on China. Some scholars believe that the Soviet Union intended to launch a color revolution in China, and that a significant number of senior CCP officials were influenced by the Soviet Union. This matter is not just a casual remark. The declassified Soviet archives contain information about these things, and then the trick was learned by the United States.
