I feel that China should develop new generation bombers. The H-6 has gone through a hundreds of upgrades but in the end it is still using the original H-6 frame and other parts of the original plane. You can upgrade a J-7 to the max but it will never match up against a F-18.
They'd have, or they could've done so if not for the engine sourcing problem and composite material production capabilities, plus the current burden to give priorities to fighter jets...bombers, even when upgraded to ALCM launch platform - is of lower priority at this time.
In view of today's needs, H-6's airframe design problem is more of size limitation than age - internal store is too small to provide a respectable payload with usable range and ECM suites, external stores could've up to 6 racks under the wings but no more than 6 ALCM.
There has been no shortage of wishful thinking of new Chinese bombers, but if and when they do going to make one, the first clue won't be at the production facility, but renovation at bomber base - especially those with nuclear roles - that allows the operation of bombers bigger than H-6.
