I'll start with retour to the "ex-GDR spyship". Ex-GDR had only two spyships of Project 65.2 which were transferred to Estonia in 1994 and incorporated in Estonian Navy as patrol ships "Vambola" and "Sulev". These ships are quite smaller than Aeria.
The ship in question was rebuilt in Severodvinsk around 2002-2003(see picture). I suppose it's rather one of numerous personnel tenders or caserne ships of Projects 62 and 162 (Schwimmende Stutzpunkt, Wohnshiff), at least one of them was rebuilt in floating hotel in Nakhodka in Far East.
