I know the EU are sending Ukraine fuel as well, it's a European war. This diesel is probably going to go to a European country to cover what they gave. I'm just surprised to see an American president do it, normally they're "America first". When fuel prices in America really jump up I'm sure Americans won't be so happy to learn how much fuel was given to support Ukrainian war criminals.
The only situation where Ukrainian agriculture is useful this year is if Russia takes over the country quickly. They have no ports, so no way to export anything. Most people don't seem to understand Ukraine is currently at war and it's people are either dying or fleeing the country fast. Look at how Syria's industry was affected, this is a much bigger war.
