The sale of a multimission frigate (FREMM) by DCNS to Egypt has been formalized. To respond to the request formulated by Egypt, the sale transaction took shape in a very short time, not compatible with the usual procedures and the construction from scratch of a new vessel. The only solution to ensure on-time delivery iss therefore to deliver to Egypt one of the FREMM originally intended for the French Navy: The Normandie frigate currently in final systems fitting out in Lorient and property of DCNS.

In practical terms, the sale of FREMM Normandie to Egypt has a strong impact on the French Navy. This sale implies a complete reorganization of the crews of the current Normandie and Provence frigates both finalizing their trial periods.

Yes, you are right . FREMM and other stuff supposed to be around 1 billion .

not my business :) but can Egypt afford all this? I'm asking as I happen to know Egypt also ordered Gowind-class Corvettes recently (€1b for four ships but if I'm not mistaken, that's just for the hulls, and the weaponry will cost additional €1b, I guess -- MICAs, Exocets, torps, helos, even 3" guns are pretty expensive nowadays :)

Egypt Agrees to Buy French Rafales
Egypt has told French President François Hollande of the decision to buy 24 Rafale fighter jets and a multimission frigate, with a contract signing to be held in Cairo on Monday, the Elysée president's office said in a statement Thursday.
"The Egyptian authorities have informed me today of their intention to acquire 24 Rafale combat aircraft and a multimission frigate as well as related equipment," the statement said. "This equipment will allow Egypt to increase its security and play fully its role in promoting regional stability.

"In this way the Rafale combat aircraft wins its first export contract.

"The state has been fully engaged in the negotiations and by implication permits the closing of this contract.

"The signing will take place Feb. 16 in Cairo and I have asked the French defense minister Jean-Yves Le Drian to sign on behalf of France."

The sale is worth €5 billion (US $5.6 billion) to €6 billion and concludes detailed talks begun in December. Egypt is keen to fly the twin-engine Dassault Aviation Rafale and sail the DCNS multimission frigate at the opening of a new waterway on the Suez Canal in August.

"I would like to thank the highest Egyptian authorities for this strategic and historic partnership. Dassault Aviation will be equal to the faith that they have placed in us yet again," Eric Trappier, chairman of Dassault, said in a statement.

"I would also like to thank the French authorities, which were behind the Rafale program, and have provided the political support, without which we cannot make any military exports.

"I would also like to pay tribute to the skills and know-how of the 7,000 people who work on the Rafale at Dassault Aviation, Thales, Safran and for our 500 subcontractors."

France is expected to send over two or three fighters and the warship under Egyptian colors for the opening ceremony. The vessel will be the Normandie frigate, which had been built for the French Navy.

MBDA air-to-air Mica missiles and Aster 15 surface-to-air weapons for the frigate are part of the deal. Maintenance is also included in the package.

The Egyptian Air Force is equipped with F-16 and Mirage 2000 fighters, and the Navy sails US-built frigates.

This is exciting news for France and the Rafael program. They finally have what I believe wqill be a valid Rafael order that will go through...and they have now increased the FREMM sales to another nation.

That makes the fourth nation to buy FREMM frigates. France, Italy, Morocco and now Egypt.

And it is good equipment too. I bet the Egyptian Air Force fighter jocks are jazzed about this!

why would Egypt need Rafales and a FREMM FFG ? unthinkable, they simply can't afford it and what threats they are facing? from Israel? ..... doesn't matter what weapons they have ... they have no chance against IDF as simple as that

Wonder how much the Egyptian Rafales will differ from the French ones? I understand that there will be a couple being flown for the August opening of the expanded Suez Canal, but they could just be loaners.

As for affording it, Egypt actually spends a very low portion of its GDP on defense, compared to its neighborhood (and they'll be getting generous financial support from France and the Gulf states, I imagine). It's also a pretty good deal for 5 billion euros, since that includes a lot of support, spares, training and maintenance.

Maybe Egypt could get a KJ-500 or KJ-200 to do AEW&C duty?

They will buy all this stuff on credit . Details are still unknown, but looks like French state will actually pay Dassault for all the equipment and hopefully later Egypt will repay them .

Coface, the French export credit guarantee department, has asked the commercial lenders to carry part of the funding on their own books rather than rely on the global credit insurer to provide insurance for the full amount, the first analyst said.

Coface would sign up on an Egyptian contract if the Treasury Department, which reports to the Economy Ministry, agreed to the deal. But there is reluctance in the Economy Ministry as Egypt is seen as a fragile economy, the first analyst said.

If Egypt fell behind on payment, the insurance from Coface would repay from the public purse the makers of the Rafale, frigate and missiles, which are Dassault Aviation, DCNS and MBDA, respectively.

There is one potential consequent development in the recent Rafale deal with Egypt that warrant observation. The Egyptians have indicated that they prefer an earlier delivery of the plane. We know that in the potential Indian Rafale deal there are 18 planes earmarked and presumably scheduled in a future production queue. If Egypt wants to move up the queue it might be at the expense of the Indians. I am also assuming that India has a first right of refusal on it. However it might be timely and a pretext for the French to force India's hand for a decision given that this has dragged on for eight years. Essentially there is a customer waiting, do you still want to deal or not?
