I think it comes down to the real value of "stealth" (not what salespersons claim and the brass repeats to get hundred of billions for new aircraft); some say "stealth" is overrated (in the sense the progress in detection plus targeting technologies being ahead of "stealth"), and it'd be a half of a quarter of a trillion oops if they're right :)

I think it was a matter of Time and money, A total clean sheet costs and takes a whole lot more than a Overhaul. besides the Rafale is still pretty new.

Stealth is a practical technology, It's just a matter of implementation It's not just shape and material. It is tactics and smart use transmission discipline.

like I said earlier it takes more time and money to go for a full fifth gen program. If we zoom out of france the British and Germans are both starting to work on fifth to sixth gen concepts. I suspect the French will be jumping in to.
Also despite claims by the Russians of the S400 being a stealth killer there are ways to give it a hard time in that.
In fact you just stated one. After the 1999 F117 shot down the USAF retrofitted F117's with active Jammer pods. the inherently small radar signature of the Stealth blends better into the increased white noise of the Jammer. This combined with changes in tactics resulted in allowing the USAF to continue operations after the shoot down.
