Europe May Profit From US not Sharing Technology With Seoul

Earlier this week, Secretary of Defense Ashton Carter refused South Korea’s request to reconsider the transfer of four technologies related to stealth aircraft.

“The tech transfer was part of a larger deal intended to deliver 40 F-35 Joints Strike Fighters to South Korea, along with 25 technologies associated with the program.” However, the State Department refused the transfer of four of the twenty-five technologies.

The four technologies in question are the active electronically scanned radar, the infrared search-and-rescue systems, the electro-optical targeting pod and the radio frequency jammer, Robert Farley wrote for The Diplomat.

While export controls are proposed to evaluate only security concerns, the US government could also use the export control system to prevent transferring technologies that may be damaging to US commercial military advantages.

Hence, the KF-X may serve as competition for the F-35, and its absence may lead the Koreans to buy more Joint Strike Fighters.

The US’ decision has resulted in a blaze of criticism in Seoul, some directed at the United States and some directed at a government which was unprepared for the likely prospect of a DoD veto.

“Is it possible that the European defense industry may profit from the United States’ refusal to share technology with Seoul?” Farley asked.

The fact that Airbus recently won the Republic of Korea Air Force (ROKAF) contract for 'an in-flight refueling' may not be so favorable for the future of the US’ tech alliance with South Korea.

“If the Europeans establish themselves as reliable suppliers of both technology and equipment, the relationship between Washington and Seoul may weaken. That said, South Korea will continue to depend on specific, advanced US military technologies for quite some time,” Farley concluded.

The Fincantieri shipyards group has handed over the “Pietro Venuti,” the third of four German-designed Type U212A-class submarines for the Italian navy.

These are VERY good subs. The jointly developed 212 for Germany and Italy has a total of 12 being built, six for each nation. So far Germany has gotten 5 and Italy 4.

That's 9 delivered against 12 orders.

Then the export version of the 212, called the 214, which has also seen good sales. So far:

Greece has 3 with 6 planned
Korea has 7 with 9 planned
Portugal has 2.

This is a total of 12 built on 17 planned.

...and Turkey and Pakistan have expressed interest.

So, right now the design 212/214 has produced 21 subs against 29 orders. Like I say, a pretty good run for the Germans, who may yet get more orders.

Type 212 are very good but armed with only 13 Torpedoes and not anti-ships missiles.

The upgrade programme has seen Rheinmetall recently establish a permanent Polish presence with a new company known as Rheinmetall Defence Polska. The company has already begun building its Polish work force at offices in Warsaw and Gliwice.

The managing director of Rheinmetall Defence Polska, Otmar Schultheis, told Shephard that the Polish Army’s Leopard modernisation was currently the main effort for the new company.

‘We are now in the design and development phase,’ he said. ‘We will have a full prototype ready at the end of 2017 and then we will have a verification phase in 2018.’

The Leopard 2PL prototype on display at Kielce is not a finalised design but represents a potential configuration that the Polish Army could receive.

Rheinmetall is working with local industry, particularly Bumar-Labedy, to integrate Polish technologies and systems as part of the upgrade. Schultheis said that included integrating Polish sensor technology from company PCO for the commander’s and gunner’s sight.

Other upgrades will include additional armour on the turret, an electric turret drive, a new multi-function control, and a fire suppression system.

The Polish military has set a 60t weight limit for 2A4 upgrades, meaning that additional armour has been limited to the turret rather than the main hull.

The first Leopard 2PL is expected to be handed over to the MOD for trials in early 2018, with serial production given the green the light soon after. An initial six Leopard 2PL tanks will be built in Germany, then 12 units will be built by Bumar-Labedy with Rheinmetall providing oversight.

The next 110 units will be upgraded entirely by the Polish company, with the company then also able to offer Leopard 2 MBT maintenance and upgrades for other export users.

Spanish Army receives its first NH90 helicopters

The Spanish Army's Air Mobile Force (FAMET) took delivery of its first operational HT-29 versions of the NHIndustries NH90 tactical transport helicopters (TTH) on 13 September.

The two HT-29 Caiman, as they are designated by the army, were assembled at the Airbus Helicopters España plant near Albacete in south east Spain and formally handed over at FAMET's headquarters, the Coronel Mate base near Colmenar Viejo, west of Madrid.

They will be joining FAMET's Maniobra (Manouevre) III Battalion based at Agoncillo in the northern region of La Rioja. An Airbus spokesperson said a further two are due to be delivered by the end of the year.

The helicopters were received at the Coronel Mate base at an event coinciding with the 50th anniversary year of the founding of the mobile force by the chief of the Army's Logistical Support Command (MALE), Lieutenant General Juan Bautista Garcia Sanchez.

A previously supplied GSPA version of the NH90 is being used for pilot training at Agoncillo, said Airbus, as the army prepares to start replacing the Super Puma, which began entering service in the 1980s.

Originally the Ministry of Defence ordered 45 of the new aircraft to cover the needs of the three services, but budget cuts forced a reduction to 22 under a revised contract drawn up in 2013.

The latest schedule is for the army to receive 16 and the air force 6 of the helicopters over the next 5 years, with the air force starting to receive its first units from 2019 onwards.

LITHUANIA PLANS TO ACQUIRE GERMAN SAU PZH2000

Lithuania has decided to buy "military parity." 155 mm self-propelled howitzers PzH2000 the German company Krauss-Maffei Wegmann on the background of increasing military expenditure of the country by 20-30%.


Deliveries may be made in the years 2016-2019 (according to a military plan for 2015-2020). Currently, contract details are discussed. It is reported that the Baltic state alarmed events in eastern Ukraine, and wishes to have a strong artillery, which plays an important role in the military conflict in that country.
