If you're referring to redrawing state lines, Texas is special since it negotiated the right to redraw its lines once as part of joining the US, so even if Biden or whoever attempted to stop it there's not much they can doIt will never happen unless one party get overwhelming power but as you've see in that last election with the largest turnout ever, no party is going to let the other get that much power without civil unrest to the least and an armed coup to worst.

As long as China does not see another giant wave of COVID outbreak that halts the economy again, the West would likely face a far more confident China that questions whether the Western system of democratic checks and balance still deserve attention and respect.
