There was no CATOBAR before Fujian.

If we don't see sister ships in construction soon, Fujian could even become the training ship for China future CVN carriers fleet.

Thank you for explaining. Shouldn't the PLAN have some trained crew and pilots already from their existing carriers, which could act like training ships for this one?

Yes.

If they didn't, then it would take even longer to reach IOC and FOC for Fujian than what we expect.

There were two squadrons worth of catapult-capable J-15Ts at the joint exercise between Shandong and Liaoning. Both carriers are involved in the training and, especially, the certification of carrier pilots:
