I think you have those the other way around.

Jet blast deflector ?

IMO, the mate's purpose is to reduce the friction between the steel arrester ropes and the rough surface coating on the deck, thus preventing harsh tear and wear of the steel ropes.

The parts of rope that get hooked by the landing aircraft will not have contact with the deck surface or minimal contact.

Those are pads for absorbing the impact of arresting wires as they are dragged across the deck by a landing aircraft, thereby prolonging the life of the arresting wires as well as protecting the deck surface. On U.S. carriers these
