The "cruise ship" is there so maybe sea trial soon. I think they house the crew on the ship while they wait for the AC to get ready.

Why? I know in the US, one can not take photo of someone on the street without permission, the law is very clear. Chinese law is in the same principle, the ship being in public view does not give anybody the right to take photo regardless distance without explicit approval from the government.
I don’t think that’s accurate.

In the US, you can take photos and videos of things and people in public places. However, you can’t do that in/on private or restricted places/property.

I was told that in Texas. I think laws in US varies from state to state.

Most importantly, it is an example of principle regarding "law being clear", not about how restrictive the law is on a specific matter.

In basically all of US it's perfectly legal to take photos of someone in public without their permission. I believe Texas made a law making photos that show genitals or are sexual in nature illegal without consent.
