I think more that there are radar screens that are easier to read in artificial light and do not like direct sunlight.If they are not intending to cut out more windows, it would suggest they intend to use that part of the bridge as a briefing room.

@Bltizo this very interesting comparison shows that more windows won't be cut into the observation deck.

This would make sense given how small they managed to make the island that they need to make the best use of all available space. For fought ops, not having windows on that side doesn’t cause any compromises since there are no deck or aircraft there to need to keep track of.
FWIW I am not sure they are finished adding windows on the lower decks. If you look at the deck below the lower window line (which itself looks like the cutouts will get enlarged later on), it sure looks to me like they are adding enclosed space, and it may potentially receive some stern looking spaces too. Though that's at best a guess obviously.I did see that. I'm withholding conclusion on it atm. I think while it is possible that windows may not be cut in on that side, the somewhat unexpected nature of such a configuration should require us to see it to confirm it.
Especially in terms of what it means (if anything) for the aft island and its lack of windows at this stage.
